they are supposed to, but when it's on blue paper it means it goes to the outside.

pink paper is inhouse

i have no idea why they did it, they also did it w/ an engineering inspector job

some option that HR has, if they don't think there will be many inhouse applicants, they can go to the outside then the inhouse guys have to compete that way. it's BS but they do it
