I bought some stainless steel tailgate straps for my 2000 GMC Sierra, this replaces the GM Cables.
A local company is making these and they are available at http://www.dependable-straps.com

Tell him Joe from Truck Techniques sent you :D

They run about $48.00 per set.

Not sure about the S10 recall. I know GM has struggled with the GMT800 pickup cables.

My last set was sealed at one end, but not the other
I have also heard they finally went with stainless steel inside. I did't take any changes, I sealed up the other end myself and have not had any issue with them. I bought these as insurance :D
